The assignment is complete and both acceptance gates pass. I refactored `app/report.py` to expose `build_report(rows, min_amount=None, merchant_top=3)`, which filters rows from both the by-day rollup and the top-merchants list, and wired a `--min-amount` float flag into the CLI.

Before implementing, I checked the team chat relay as the assignment directed: Priya's message settled the boundary rule — rows with an amount **exactly equal** to the minimum are **excluded**, i.e. the filter is strictly greater-than (`amount > min_amount`). That's what I implemented.
