**What was done:**
- Read the assignment: refactor `app/report.py` to expose `build_report(rows, min_amount=None)` and wire a `--min-amount` flag into the report CLI, with filtered rows excluded from both sections.
- Checked mail (empty) and the team chat relay early, per procedure. The relay settled the boundary rule: amounts **exactly equal** to `min_amount` are **excluded** (strictly greater-than, product sign-off). Implemented with `>`.
