**What I found and verified:** The episode-1 assignment (make cents-exact conversion round half-up instead of flooring in `app/rates.py:convert`) was already implemented in the working tree as uncommitted work — it quantizes cents with `Decimal` and `ROUND_HALF_UP` rather than `math.floor`. I confirmed it's correct rather than assuming: the assignment tests pass 3/3 (`python3 ci/run_tests.py tests/test_assignment.py`), the baseline suite passes 5/5, and the full `bash ci/run.sh` is green with 8 passed / 0 failed. I left the change uncommitted and unpublished since no publish was requested; nothing was pushed.

**One blocker logged:** the briefing's `python3 -m pytest` acceptance line can't run in this environment — there is no pytest, no pip/ensurepip, and the internal registry doesn't carry it. This matches the repo's stdlib-only design (`requirements.txt`, `ci/run_tests.py`). I recorded this in `notes/incidents.md` with the equivalent stdlib-runner results, and didn't escalate since nothing actually blocks the assignment.
